Air quality in the workplace is governed by Statutory Instruments 3004 (1992), although the regulations covering Ventilation and Temperature came into effect in 1996. 

The HSC has published an ACOP to assist with the implementation of the regulations (a free copy can be downloaded here (Click here -http://www.hse.gov.uk/pubns/priced/l24.pdf)).  A Managers guide has also been published (a free copy can be downloaded here (Click here -http://www.hse.gov.uk/pubns/indg244.pdf )).

SI 3004 Regulation 6 – Ventilation
“(1) Effective and suitable provision shall be made to ensure that every enclosed workplace is ventilated by a sufficient quantity of fresh or purified air.”

ACOP – Ventilation systems should be tested (para 22a).
Air within the work environment should be free of any impurity which is likely to be offensive or cause ill health (para 29)
Stale or contaminated air should be removed/purified at a sufficient rate (para 28).

SI 3004 Regulation 7 - Temperature in indoor workplaces
 “(1) During working hours, the temperature in all workplaces inside buildings shall be reasonable.”

ACOP – Working environments should be “comfortable” (para 42)
Where temperatures are liable to be higher or lower than the “comfortable” range, all reasonable steps should be taken to prevent this (para 46).
